The international round table for implementation of the Carpathian convention – “Sustainable development in the Carpathians: from local needs to international rules”

The round table started with an unplanned action – presentation of the exhibition “100% Natural. Exercises on the nature”. The exhibition was put on by a Romania-based public organisation “Bukovyna” and introduced by Romeo Sandulesku, the General Consul of Romania in the city of Chernivtsi. The meeting was focused on establishing twinning relationships between Kosiv and one of towns in Romania as well as forming a partnership between the two museums and collaboration between environmental NGOs in Ukraine and Romania.
The participants of the round table were provided with information about implementation of the Carpathian Convention, about actions that had been taken during the year, about international projects. It was also suggested that they should discuss proposals put forward by the 4th “Green Platform” conference. The participants of the round table received a Greeting Message from Harald Egerer, head of the Carpathian Convention Secretariat where the latter described the progress made and outlined prime tasks.
Maria Potabenko and Georgiy Bondaruk, experts of the UNDP/GEF project “Preservation of unique biological diversity and reduction of the negative impact on the natural environment of the Ukrainian Carpathians and the Crimean Mountains” highlighted major goals and objectives of the project that is designed to promote sustainable forest management and preservation of unique diversity of flora and fauna in mountainous forests of Ukraine.
Links between different clauses of the Carpathian Convention, the need to preserve biodiversity, cultural heritage, traditional knowledge and development of environmentally balanced tourism, achievements and problems were the main topic of discussion brought up by representatives of Romania-based NGO “Bucovina”, Bojan Jotsov, journalist from Bulgarian radio, Olexiy Lytvynenko, an artist from Kiev and residents of Kosiv region.
Olga Sokolova, head of the Tourism Department of Ivano-Frankivsk Regional State Administration highlighted the objectives that must be worked towards by the state tourism authorities. Oksana Dovhun, head of Kosiv District Tourism Association “Huzulia” focused around country tourism, which undergoes intensive development in Kosiv district.
The participants of the round table got back to the conclusions that had been made at the such-like meeting during the festival last year. They admitted that the same tasks remain burning and they should continue working at them.
The participants supported the proposals put forward by the “Green Platform” and agreed that the public must take part in developing the Carpathian Convention protocols.
After the round table the regional and district authorities and the General Consul of Romania held a heated press-conference.

Information about the results were disseminated (in Ukrainian and English) among the participants and other stakeholders and presented in Rakhiv (Zakarpattya, Ukraine, Septemeber), Borovetz (Bulgaria, September), Bristol (Great Britain, October).

ANPED project on “Strengthening Public Participation in the Implementation of the Carpathian Convention”

The development, in coordination with ANPED and in consultation with stakeholders, of environmental / cultural agendas, with a view to the creation of entry points for the promotion and realisation of public participation. The development of the investigation and assessment of cultural heritage in Ukraine, Poland, Slovakia and Romania, by further meetings and/or assessment surveys and by using the preliminary results of the stakeholder processes in these countries initiated by the National Coordinating Organisations designated by ANPED. Identification of groups or associations active in the demonstration of cultural heritage and its links to biodiversity, environmental governance and public participation, and work with them to develop a format to present this at the Inter-Governmental Meeting. The project was continue to 2006.

Participation in CERI (Carpathian Eco-Region Initiative) activities on creating international information system for implementation the Carpathian Convention (started in November 2005)
Working Group “Environment and Media (Journalists for Sustainability in Carpathians)”

The project was based on already existed “Environment and mass media” working group participants, other people who were interested in the Carpathian Convention were invited to join us as well. Among them – Carpathian experts from regional organizations.
The first technical meeting was arranged by WETI in Lviv. Participants decided how to share responsibilities between WG members and planned our work. One of the main principles of our cooperation was to share tasks and responsibilities, each press club was planned to be organized by different NGOs from the Carpathian region. The WG coordinator (Green Dossier) had such tasks as to moderate e-mail discussions, to arrange agreements and money transferring to other organizations, to follow the whole process and reporting. Green Dossier also supported event organizers by press releases, assisted in agenda creating, contacted mass media which were going to invite to the press clubs. Other WG members also invited journalists after a common agreement about the mechanism, rules and text of invitations.
First press club was arranged by NGO “Ecosfera” (Uzhgorod) in Transcarpathian, Svalyava region, village Polyana. The item proposed by Ecosfera was forest cutting, local case, which is very typical for Ukraine in general. There were 17 participants (list of participants – add.1) from Uzhgorod, Lviv and Kiev. Experts explained the situation and journalists investigated the situation on the place, collected comments, documents etc. Articles were sent to Green Dossier and put on the Green Dossier web-forum for the discussion. Discussion was held through e-mail.
The second press club was arranged by NGO Center of public initiatives, Kosiv, Ivano-Frankivsk region. The item was – developing of environmentally friendly tourism. This region is one of the best in green rural tourism, but still has many problems. The participants stayed in a small village near Kosiv in real house of rural tourism, so it was possible to try on own experience what is a rural green tourism. There were a number of visits around the region, which might be popular for tourists, a big discussion was provided after all field trips with locals from authority, NGOs, businesses. Articles were placed to the web-forum as well. But there were no discussion after this press club. Maybe, everything was clear enough.
Each press club had as a final step evaluation and planning meeting of the WG members.
Information about WG was done for the participants of the Green Platform Conference 4. A special section on the Carpathian Convention was provided during the conference as well.
Publications and programs were collected into CD, which produced by Ecosfera and joined the final publication about Green Platform 4.

The project initiated and implemented by Information Center “Green Dossier” (Kyiv) in partnership with working group members in the frame of Milieukontakt Oost-Europa “NGO Community Reaching Out” programme with financial support of the Social Transformation Programme Central and Eastern Europe (MATRA) of the Netherlands Ministry of Foreign Affairs (December 2004 – July 2005).

Earth Day 2005

Information center “Green Dossier” was a partner of Mama-86 in celebration of the Earth Day 2005. Green Dossier provided cultural street actions and concerts in the central street of Kiev, created logo, banners design, stages and street decorations, TV and radio reels.

International Festival of Ethnic-Music and Land-Art “Sheshory’2005”
3d International Festival "Sheshory" was arranged in Ivano-Frankivsk region, Ukraine, on 12-14 of July 2005.

Main idea of SHESHORY is an attempt of creative and harmoniously existence between man and environment. Because the world music and land art are based on this harmony.
Participants of the third International festival came from Bulgaria, Moldova, Poland, Russia, Slovakia, France, Czech, and, of cause, from Ukraine. The festival presented Ukrainian new names, ethno-jazz and old folk including folk-music of urums and rumeys nations living in Eastern Ukraine. „Open Gallery” in Sheshory was recognized as the best land art symposium in Ukraine. There were more than 5.000 guests from all these countries, about 100 journalists.
The festival received congratulation telegram from Katheryna Yuschenko. Organisers were awarded by Ivano-Frankivsk State Administration and Council.

“Building Capacity for Practical Participation and Implementation – Carpathian Convention in Ukraine” within the Small Environmental Project Scheme (SEPS II)

The goal of the project is to improve social and economical situation of local people through building capacity within key agencies and stakeholders for participation and practical implementation of the Carpathian Convention in Ukraine. For reaching this goal the project will provide training for representatives of local government in the methodology and practical application of public participation, establishment of working-group including all key stakeholders with aim of defining areas of responsibility for the implementation of practical environmental plans. There will be exchange of experience from Alpine region, with case-studies of good practice of participatory decision making and examples of practical projects that have produced environmental as well as social and economic benefits. Public meetings and roundtables will develop appropriate ideas and proposals based upon the priorities identified by different stakeholder groups. Local authorities, business representatives and others will work together to produce practical recommendations to address key problems / opportunities.
Information exchange between working group members and wide public, including news for mass media, will follow those activities.
All these will help to increase the capacity of key stakeholders including local authorities in the region to ensure effective public participation and enhanced environmental decision-making.
Establishing effective working relationships between key stakeholder groups will ensure effective cooperation and successful implementation of practical activities to support the Carpathian Convention, provide a mechanism for support and cooperation with UNEP to implement the Carpathian Convention within Ukraine, taking into account the EECCA Strategy.

The project started in December 2005 and will follow till October 2006. The project implementing by Information center “Green Dossier” in partnership with LEAD International (UK) and NGO Center of public initiatives (Ukraine) with funding from the United Kingdom “Environment for Europe Fund” and supported by the UK Department of Environment, Food and Rural Affairs and British Council, as part of Small Environmental Project Scheme.

„« The Report on 4th Green Platform Meeting
This publication is based on the materials of the 4th Meeting on the Green Platform that took place in the Ukrainian city Yevpatoriya in June 4-5, 2005. This conference was held in the framework of the "Ukrainian NGO Community Reaching Out" Programme of the independent foundation from the Netherlands Milieukontakt Oost-Europa with financial support of the Social Transformation Programme Central and Eastern Europe (Matra) of the Netherlands Ministry of Foreign Affairs. The goal of the conference that attracted more than 80 participants from NGOs, authorities and research institutions was to enhance the effectiveness of cooperation between the public and the authorities for sustainable development and environmental protection.

« Corporative Social and Environmental Responsibility
A new movement was established in Ukraine by big companies and PR-agencies. Green Dossier is involved in creating the Memorandum on CSR in Ukraine, planning and expertise in a field of environmental responsibility of business.

« News digest "Business and Environment"
Started in December 2005, sharing 2 times a month to mass media, NGOs, official and business structures. Produced with support of private company "Ecoprom".

« Awards
In October, 2005 documentary "Muzyky" got the first place in All-Ukrainian broadcasting competition "Discovering of Ukraine! " in a nomination "National crafts, traditions, holidays of Ukraine", and "Molfar" - III place in the nomination "The Nature of Ukraine".
"Musicians" - the first film from the ethnographic and environmental TV-cycle "Carpathian features". Year: 2003.
"Molfar" - next film from the TV-cycle "Carpathian features" about Carpathian herbs and traditions connected with them. Year: 2004. Film created with a support of the office of the Counsellor of Agriculture, Nature and Food Quality at the Royal Netherlands Embassy in Ukraine.
Both films are produced by Green Dossier. Both are included into video-catalogue for sharing to broadcasting companies.

« Trainings and Press-Clubs
i. Press club "Visiting a supermarket as a personal influence on the planet future"

The idea was to demonstrate to journalists how our everyday behaviour, just simple visit to supermarket, connected with global Earth problems and needs for sustainable development and sustainable consumption.
The press club was arranged near the Buy Nothing Day for giving to journalist an information occasion to raise the problem.
We invited experts: professor from Sumy university Leonid Melnik who teach economics and sustainable development, and project coordinator on sustainable consumption from MAMA-86 Olga Denishik. The second part of the press club was consisted from a virtual supermarket visit: we demonstrated pictures from different market departments with number of selling production, experts commented how this or that goods make influence to the nature, how consumers may make their choice for buying more environmentally friendly products, stimulate sustainable production. In that way we raised a discussion, which participated experts, representatives from NGOs who deal with sustainable consumption issues and journalists.
The discussion was very active, but it was clear that journalists are too hard in this item, all this is very new for them. We are very happy that our experts really prepared high quality information, NGO people plaid a great role as well. There were 3 ANPED members working together - Green Dossier, MAMA-86 and Youth Environmental League.
Press club was prepared by Green Dossier in cooperation with British Council and ANPED and was held on November 29, Kiev.

ii. Several trainings on environmental journalism, sustainable development, PR were provided in the frame of different programs and corporations.
